The Education Decree of 1863 provided for the establishment of at least two free primary schools, one for boys and another for girls, in each town under the responsibility of the municipal government. It also commended the creation of a free public normal school to train men as teachers, supervised by the Jesuits.

Nagsisimula ang pag-aaral na ito sa taong 1863, pagkat sa taong ito pinabando ang dekreto real hinggil sa pagtatatag ng Escuela Normal para sa mga lalaki sa Maynila at ang pagbubukas ng mga paaralang primarya sa Sangkapuluan na siyang matatawag na unang kongkreto at mapagpasiyang hakbang na ginawa ng Gobyernong Espanyol upang maialis sa kamay ng mga Relihiyoso ang sistema ng edukasyon, at upang maisakatuparan ang patakaran ng Hispanisasyon ng mga "Indio" na hindi naisagawa ng napakaraming naunang dekreto real, mula 1634 hanggang 1792. Nagwawakas naman ang pag-aaral sa taong 1935, pagkat sa taong ito pinasinayahan ang Komonwelt ng Pilipinas na humingi ng ganap na Pilipinisasyon ng gobyerno, pati na ng Department of public Instruction at, sa ilalim nito, ang Bureau of Education, na dati'y napapailalim sa Amerikanong Bise-gobernador ng Pilipinas.
