In 1787, a convention was called to revise the articles. the convention developed an entirely new form of government as outlined in the constitution which sought to address the weakness of the articles the preamble of the Constitution states the following goals for the new system of government: “in order to form a more perfect union, establish justice, ensure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and prosperity.”
