How is the 13th amendment relevant to "Restoring Justice"

The 13th Amendment made slavery illegal in the United States,  which signifigantly helped many African Americans be able to gain the same rights as white people. Granted this didn't fully happen until the 1960's it certainly still helped them get closer to having the same rights as white people.
