Raven wants to sue the national government because she believes that they are acting unconstitutionally. Specifically, she wishes to sue the Congress for putting a banking and economic data center next to her business. The grounds for her lawsuit is that the Constitution is that the Constitution does not explicitly permit Congress to regulate banking or the economy, thus, she believes their actions to be unconstitutional. What concept would the lawyers for the Congress cite to easily defeat Raven’s case?
