The great compromise enabled delegates at the
constitutional convention (1787) to
(1) establish the principle of popular sovereignty
in the territories
(2) give congress the exclusive right to declare
war if the nation is attacked
(3) protect the interests of states with small
populations and states with large populations
(4) provide for the indirect election of the
president through the electoral college
