Negotiations are followed by presenting them in the form of a treaty, which is then presented before the Congress for approval and further ratification. It has to be noted that the Congress decides the fate of these negotiations, and may choose to either accept or reject the Bill. The executive agencies are therefore entrusted with the complete security of the United States, and to ensure that the foreign policy formulated does not harm the sovereignty of the United States.
