A Bill enrolled is the final document that already has passed the House of Representatives and the Senate of the United States, before being sent to the President. When the President gets it, a couple of things can happen. If the President does not take anty action, the Bill became law in ten days if Congress is in session. If there is no presidency action and the Congress is not in session, the Bill does not become a law. The President can veto the Bill because he considered unnecessary. Or finally, the President signs the Bill and became law.
