They failed because they weren't strong enough. The articles didn't have enough power like making money and collecting taxes to impose onto the states, and the states took this into their own hands by making their own tax and money system. This wouldn't work out because if you traded goods from New Jersey to Massachusetts, there would be different values in the money. The articles also failed to collect taxes. America had just finished fighting the Revolutionary War, and was in serious debt. They needed to collect taxes from the states so they could repay their debt, but they weren't doing that, therefore they were in heavy debt. It caused mayhem too because states were constantly at war about boarders and the articles weren't allowing the government to handle them.
