Last Thursday I described the American form of Government as a three horse team provided by the Constitution to the American people so that their field might be plowed.
The three horses are, of course, the three branches of government-the Congress, the
Executive and the Courts. Two of the horses are pulling in unison today; the third is not.

Many members of Congress disagreed with President Roosevelt's proposed solution to the problem described above because -
O Supreme Court justices were subject to term limits
The Constitution required hearings to confirm Judicial appointments
The power of the executive branch would increase
The time required for judicial proceedings would increase
