People moved into the cities. Majority of people was first "employed" as farmes (in russia they were acutally serfs until the mid 19th century), then they became workers.The first five-year plan for economic development was launched in 1928, and was followed by two more, each one setting extravagent targets for the expansion of heavy industry.The regime fomented a popular hatred against spies and sabateurs which turned into a nationwide witchhunt as brutal as the Terror of the French Revolution. In 1937-38 the terror reached its ghastly cresendo with the slaughter of more than 600,000 suspects by the State Security Apparatus, including much of the senior officer corps.
