What principle should regulate the "domestic institutions" of people and what policy should not govern these "domestic institutions"?

the principle that all men are created equal and have a right to acquire and use property for safety and happiness should regular the domestic institutions of a people. There should not be a totalitarian policy that governs these domestic institutions. i hope it helps.
