Tensions have been rising for awhile, and the great powers all had borderline unnecessarily large militaries. They were all stacking up to use it on each other, which only made tensions grow. There was also the german/british naval arms race going where germany wanted to grow a strong navy to become a colonizing power but britain made sure that their navy was twice as big as theirs.

as promised, lincoln waited to unveil the proclamation until he could do so with success from the union military advance. on september 22nd 1862, after a victory at antietam, he publicly announced a preliminary emancipation proclamation, declaring all slaves free in the rebellious states as of january 1st 1863.
