One way to look at Reconstruction is to move the war between the North and the South from the battlefield to the political sphere. White Southern frustration contributes to increased crime, and it is apparent that the days of Reconstruction are numbered.

i am pretty sure that members of congress have term limits, can be impeached, and are nominated through direct popular vote.
