SEC. 1. Be it enacted by the General Assembly of the State of Louisiana Thailway companies

for the white and colored races, by providing two or more passenger coaches for each passenger

The Accommodation Act

by the Louisiana State Legislature (1800)

1. The author of this document is the legislature of the State of Louisiana.

2. As a contractor to the Railway companies, this document was important then to ensure compliance with the existent law of the state of enforcing separation between whites and blacks in train coaches.

The author is not Jim Crow.  Though, the law subsequently assumed the name, "Jim Crow law."  There was no person known as Jim Crow.  The legislature of the Louisiana State can be attributed the authorship of the document.

3. The audience of this document is the general public of Louisiana.

Explanation:

Incited to wrongly believe that the whites were the chosen people of God, many states in the US enacted and implemented laws to enforce segregation between whites and blacks in all public spaces.  It was the height of racism against blacks.  The laws wrought untold injustice into the consciences of people that have lasted till this day.  It is most recently exemplified in outgoing President Trump.
