Because foreigners can learn things, Pericles wants to ban them. Pericles wants to watch foreigners carefully so Athens can profit from them. Pericles thinks there should be more laws to protect Athenians from foreigners. Although it might benefit the enemy, Pericles believes it shows Athens's good intentions.
