The society and the government can balance the conflicting views between individuals and the society as a whole by having a committee of neutral persons that would help to resolve the issues.

The reason why they society or the government would have to step in is for the common good of the society. Prolonged conflict may lead to violence or it May stall development.

In order to take care of the conflicting views, the committee resolving the issues would need to hear from both sides and then offer unbiased resolutions to the problem.

The same logic holds true for a whole host of rights we hold dear. Because government exists to both promote the general welfare and preserve individual rights, issues can, and do, arise when the two aims come into conflict.
