The settler communities such as New England was different because it was made up of skilled workers that were mostly in the manufacturing industry.  

While the Southern or the sugar colonies was mostly away from manufacturing. They were focused on agriculture. The schools and cities in these areas were few.

Also the settler communities did not base their means of survival on slavery. Instead they were against the slavery in the South.

But the sugar colonies was a great contrast. They made use of slaves to provide labor on their farms.
