First, the Germans had resumed using unrestricted submarine warfare. They used their submarines to sink ships sailing to Europe, most of which were being used to resupply Germany’s enemies. Many of these ships were American. Secondly, the Germans had sought out an alliance with Mexico. In an effort to keep the US out of the war in Europe, the Germans tried to convince the Mexican government to attack the southern border, and, in return, they promised Mexico American territory once the war was won.
