Why does crisis often lead to cooperation among the different levels of government?

Crisis can lead to cooperation with different levels of government to put an end to the crisis. Whether it is a food crisis, poverty crisis, or disease crisis, government have to work together to put an end to it.

Thy work together to fix a common cause or something very major/deadly.
