Thomas Hobbes's Social Contract view of government with the political philosophy of John Locke. Which view do you agree with and why?

Basically, Hobbes thought government was necessary to protect us from universal selfishness -- from the war of all against all. The absolute power of government is good because it brings order to chaos. But Locke thought there were universal rights and that persons should be protected against the excesses of governments. The declaration of independence and U.S. constitution was inspired by ideas popularized by Locke as well as Jefferson.
