Congress was granted more powers than it originally had in order to help maintain a balace of power and so that it has the ability to check the executive and
judicial powers more often. One example of how Congress had a change in power was when the National Emergencies Act was passed. This act enabled
Congress to restrict the president's emergency powers. After this act was passed, the president's power to declare a national emergency was limited as the
president is now required to inform Congress when he or she intends to declare a national emergency.
