Medicare is usually for the elderly, for poor people, or for people on welfare.

Medicaid is typically for juveniles in states custody who have been in and out foster homes, group homes, behavioral hospitals, proctor homes, or for kids growing up in poor housholds.

These are govornment or state programs to help people that are financially incapable of paying for health insurance themselves.
