A government does not “struggle” to protect a citizen’s basic rights.

All a government needs to do is to stay out of the way. That should not be a struggle.

When basic or human rights are compromised, it's almost always the government that is the problem.

What happens to the citizens? They must ASK the government to give or restore rights and accept the answer, since only the government can use force or violence to ensure compliance.

As an aside, it should be noted that governments don't disarm a population to protect its citizens from each other. Governments disarm citizens to protect themselves.
