Hobbes believed that humans were naturally violent individuals who seek to dominate over others. He thought that the natural state of mankind was perpetual war and suffering.

For these reasons, he proposed the creation of a powerful government that could impose order, and he called this government the "leviathan", a term he took from the name of a giant marine serpent from Jewish mythology.

This leviathan could take many forms, and one of these forms was absolute monarchy: the system in which the monarch, usually by divine right, has unlimited power over its subjects. This unlimited power is precisely what allows the monarch to impose law and order, even if arbitrarily so.
