Congress as a whole then discuss any modifications they wish to see to the bill and it is returned to be voted on one more time. If approved, it is enrolled (printed) and has 10 days for the President to either veto or pass the bill, if passed that bill is now law.

It is a pretty simple process but is incredibly tedious and slow moving. The tension between the two parties in Congress can kill a bill in either the house or senate out of spite, and always can be veto'd by the President if they see if.
