What tax policies did the Han dynasty create to fund the government? All citizens were taxed in order to receive services from the government. Citizens living in poverty paid the most taxes because they needed the most services. Elite citizens were exempt from taxes, as they provided for their own well-being. Most citizens were taxed based on their social status and ability to provide for others.
