Similarities between personal budgeting and government budgeting:

Scarcity: both personal budgeting and government budgeting are necessary because there is scarcity: there are not enough goods (money, products, etc) to satisfy all the needs of a person, or of a government.Competing uses: the resources that a person and that the government have, have to be used for different purposes. For example, a person can set aside some money to buy a car, but that same money cannot be used to buy food at the same time. For the government it is the same, the government can set aside some money for paying social security, but that same money cannot be used to pay for the military.

One important difference:

The government can in theory, always get more resources: the government can finance itself through taxes, debt, and money-printing. A powerful government like the United States, can in theory overspend year after year, and will always have resources available to pay for those expenses. This is not an advantage that people in their personal budgets.
