Proposal

Legislator sees need for a new law or changes in existing law and decides to introduce a bill.

Committee Action

The presiding officer assigns the bill to a committee. The bill is considered by the committee. The author of the bill and other legislators may testify. If controversial, public hearings may be held.

Floor Action

A bill sent to the full house or senate is discussed, debated, and perhaps amended. A majority vote is required to pass a bill.

Conference

The conference committee, which is appointed when the house and senate pass different versions of a bill. The conference committee is made up of three senators and three representatives. The committee takes the two versions and tries to write one bill that can be passed by both houses.

Passage

If both the house and the senate pass a bill in the same form, it is signed by the presiding officers and clerks before being sent to the governor.

Action by Governor

The governor can handle a bill in one of three ways. He or she can (1) sign it into law; (2) take no action, thus letting it become a law automatically, or (3) veto it. If a bill is vetoed, the General Assembly can override the veto by a two-thirds vote of both houses. The bill then becomes law.
