since since the definition of a proxy war is "what instigated by a major power which does not itself become involved" the picture dictates the power that started the war are controlling what happens such as in the picture there is a man who is holding a plane in his fingers that has a Russian flag they are not getting involved but they are controlling the fight another example is the man on the left he has an American flag on his hand and he's controlling army or in this case a person but he's not getting involved he's controlling it once again
