The following is a description of the beginning in 1660, a series of acts were passed by england in an attempt to control all colonial trade. all ships carrying goods between england and america had to be british built or owned. certain items, such as tobacco, sugar, or indigo could only be sold to england, limiting the trade markets available to the colonists.

The acts had the purpouse of limiting the presence of foreign markets on English colonies so as to keep wealth within the empire. The Acts were influenced by the theory of Mercantilism which considered that trade and wealth should be kept inside an empire and not "stolen" by foreign trade. The colonies would export raw materials and in exchange, Britain would export manufactured good to its colonies.
