During the Tang dynasty, Chang'an was one of the largest cities in the world and according to several historians, it had almost two million inhabitants. In addition to being home to many Chinese people, it hosted many foreign populations from other Asian territories. Much of the population diversity was due to the fact that this city was the point of arrival of the Silk Road and therefore attracted many merchants and travelers.

A central avenue crossed the city from north to south and the urban layout was organized in a grid pattern. The officials with the highest status lived closer to the central avenue. There were two large markets, one in the east and one in the west. Both were controlled by a government agency that registered merchants and checked the currencies to avoid counterfeiting.

There were five channels through which merchandise was transported in various parts of the city. The city was divided into sections, delimited by walls. Each section had its own sets of houses, offices, temples and workshops. In the evenings a strict curfew was imposed. The doors of all sections were closed. Only imperial messengers could circulate at night. A night patrol enforced the law as they punished those who did not obey the rules.

It is known that there was a "tolerance zone" where girls and women offered their services as sex workers to members of the imperial court and merchants.
