The Legislative Branch is the most powerful of all the branches of the government because it is the representative of the people and of the states, with that the Framers aimed to keep the power to the people. With that, the Framers gave Congress the power to set taxes, raise armies, declare war and suspend habeas corpus.

The Framers did this because most of the power would be rested on the hands of the people and state representatives so they could prevent that power could not be wielded without balance.
