In 1814, european leaders gathers at the congress of vienna to restore power in their kingdoms. their main representative was prince klemens von metternich of austria. this was a popular quote of his “the first and greatest concern for the immense majority of every nation is the stability of laws, and that they never change”.why would monarch who is trying to restore his power say something like this ?
