Because of the fear that the British will intervene, disarm them, and eliminate lot of people, the Americans decided to make the declaration of Independence in secret. Once they did, they started organizing as they knew that once they put it out in the public the British will attack, and so it was. Luckily for the Americans they managed to win the war because of lot of lucky circumstances.
