International:

The government declared or on terrorism and the begin of the hunt for Al Qaeda and Osama Bin Laden, who were the ones pointed as responsible for the tragic events on 9/11.

Domestic:

The government had talked to the American Citizens ans asked them to view Arabs and Muslims who were living in the United States as Patriots. That needed to be done because the population was very afraid of suicidal-bombers and other extremists of Muslim or Arabic origin.
