It might be registered voters .  These are citizens of the United States of America.  These days it is a very complicated affair as some favor giving illegals the right to vote.  This would complicate matters in America since many oppose this bill.  

abraham lincoln was the president of usa and he had asked the audience to make a pledge on equality.
