3)Congress did not have the power to tax the people.

Explanation:

Patriots were the pro-independence inhabitants of the Thirteen American Colonies who rebelled against British control of their country during the American Revolution.

The patriots began the war with great disadvantages compared to the situation of the British. They had no national government structure, no professional army or navy, no formal funding system, no bank, no credit line, no government department, no treasury. Congress tried to take some administrative action through legislative committees, which proved to be inefficient because Congress could not tax people. State governments were new too, and leaders did not have much management experience. In times of peace, the colony depended on ocean travel and transportation, but now the routes were closed due to British naval blockade and with that the Americans had to rely on slower land routes.

3.Congress did not have the power to tax the people.

Explanation:

The American Revolutionary war started on the issue of taxes and to levy taxes from people would be a great risk. Patriots struggled to get funding as Congress did not have the power to levy taxes and states share was too limited. To combat the situation they tried printing and foreign funding. Printing of money leads to hyperinflation and foreign debt was increasing. These problems later result in the making of the Constitution which enhanced the power of congress.

The right answer is 3.Congress did not have the power to tax the people.

Patriots were the rebellions against the British authority in the American colonies. The Congress had too many difficulties to finance the war and had no power to tax the people. The states were not providing their share of the war's expenses. The congress and the states had to majority rely on two ways of funding printing paper money and accepting loans from France.
