What message is this image most likely trying to convey?

The image seems to depict a monopolistic oil company, Standard Oil, which tries to control the industry, the economy and the government (that is why its tentacles surround the Capitol and the White House).  

Standard Oil was the biggest oil company on the world in the beggining of the XX century and its monopolistic practices would result in its dismemberment into smaller companies by the US Government under the Sherman Antitrust Act.
