California has been referred to as "the ungovernable state". several governors have attempted to effectively govern the state in conjunction with the state legislature and courts. from the lecture summary, mention some examples of governors struggling with this "ungovernability". should the state revise the state constitution and make all cabinet officers in the plural executive appointed by the governor, subject to state senate approval such the federal government where the president appoints his cabinet and the senate approves it? would this allow for a more effective governor?
