The main proponent of the construction of naval bases around the world was Captain Alfred Thayer Mahan, who believed that Britain's military, political and, most importantly, economic power at an international level had been a result of its naval strength, and who thought that the United States could also achieve that power if it had a strong navy, which could transport American goods to other markets, fight opponent navies (if needed) and be supplied by bases that, in addition, could be in permanent communication with those international markets.  

Since the 1890s was a decade of socio-economic and political disorders in the US, the leading politicians of the time agreed to follow Mahan's advice, and, by the end of the century, they started to create a network of American naval bases all over the world, mainly with the idea of revitalizing and promoting American economy.
