Why did businesses support laissez faire policies

Businesses wanted and still want to make the most money possible for the cheapest price possible. When a government brings in new regulatory policies for companies, they don't like it since it usually costs them more money and profit, since it means that they for example have to add new safety equipment which obviously costs them money, but also time and energy.
