Johnston was a civil engineer for the city of Los Angeles.  

At a gathering with Signal Corp Communications Officer Lieutenant Colonel James E. Jones, Johnston portrayed how a code dependent on Navajo would upset adversary code breakers. Jones was suspicious however Johnston convinced him to test the reason.  

Back in Los Angeles, Johnston enrolled four bilingual Navajos. He and they made a trip on February 28 to Camp Elliott for an exhibit before Marine staff officers. Two Navajos were given a normal military field request and doled out to a room from which they were to transmit the message in Navajo to their colleagues a few rooms away. Re translated into English, the Navajo message precisely summarized the request as given, astounding the Marine observers.
