President lincoln's plan to allow the former confederate states back into the union states would be readmitted when 10% of their voters took an oath of alliance or supporters to the united states in agreed to follow laws that freed the slaves

According to the plan, States would be readmitted when 10 percent of their voters took an oath of allegiance, or support, to the United States. The also had to agree to laws freeing slaves
