In what ways did the mayflower compact foreshadow the development of democratic institutions

The Mayflower Compact was important to the final declaration of independence as it can be consideerd the first agreement for self-government to be created and enforced in America. It created law and order.  As such, it was a key step in the development of representative, democratic government in America.
