It's there responsibility to vote in elections, it's their duty to register with selective service and serve on jury duty. duties are required, responsibilities are optional (but the right thing to do)

Duty:

as duty leads to ethical engagement. it signifies an ongoing sense for doing something. if anyone engages himself with duty, he is committed to performing it at any cost without any self-interest.

example:

as a us citizen, it is a duty of 18 years old boy to respect the constitution, serve jury, attend school and defend the country.

responsibility:

responsibility is a capability to perform at one’s individual will, without any guidance. it is the necessity to favorably complete an allotted task.

example:

it is the responsibility of 18 years old boy to serve as a jury member, give a political speech, recycle paper, glass, and water, register himself as a voter.
