Going to the preamble where does the power of government come from

The power of the government comes from the “consent of the governed.” The people give the government all of their power. If there isn’t anyone to govern, where would their power lie? The government serves and provides a system of order for the people. The people then have the power to overthrow an unjust governmental system.
