Lyndon B. Johnson Became president after Kennedy's assassination and reelected in 1964. He patterned that since the Gross National Profit had up, the country had immeasurable extra cash "just lying  around," therefore he thought he can use the extra cash to fight against the poorness. So he  started several little programs, Medicare, Head Start,and reorganized immigration to eliminate national origin quotas. it had been placed on hold throughout the war of Vietnam.
