the growth of the Navy since its establishment in 1775 by the second continental congress was seriously hampered because after the revolutionary war the continental Navy was disbanded and a new navy was later formed due to incessant attack by Muslim north African countries on Merchant ships over the Mediterranean.

This new navy was constantly in battles with the French, the Barbary wars and the American war. at the end of the 1800's most Naval ships where out of use and the Navy could not grow because alot of Men and ships were lost at battles. this in turn hampered and demoralized sailors.
