Which kind of government do you think is the best and why

A government that respects free speech, acts in accordance with rule of law, is democratically elected with popular support of civil society, is secular in fuctioning and ensures for its people justice of social economic and political fields is the best government.

Such a government cant exist in a totalitarian set up. So according to me the best for of goverment is a democratically elected government which has a popular mandate and represents a vibrant democracy and is elected in a free and fair way by universal adult franchiseand has the involvememt of citizens at all levels.
