Is transportation of plastic water bottles required?

The production of water bottles uses 17 million barrels of oil a year. There probably could be a better system of doing this, or not buying plastic bottles.

People usually now use reusable bottles made out of metal, or plastic, so they don't have to throw away another bottle.
